Admission of foreigners and stateless persons to study at Rauf Ablyazov East European University (hereinafter - the University) is carried out in accordance with the Laws of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons", "On Foreign Ukrainians", "On refugees and persons in need of additional or temporary protection ", by the decree of the President of Ukraine on June 03, 1994 No. 271 "On Measures for Development of economic cooperation of regions of Ukraine with adjacent areas of The Republic of Belarus and the administrative-territorial units of the Republic Moldova ", by the Decrees of the Cabinet of Ministers of Ukraine on February 26, 1993 No136 "About studying of foreign citizens in Ukraine", dated September 11, 2013 No. 684 "Some issues for admission of foreigners and stateless persons" Order of the Ministry of Education and Science of Ukraine dated November 1, 2013 No1541 "Some Issues of the Organization of the Admission and Training (Internship) of Foreigners and Stateless Persons" registered with the Ministry of Justice of Ukraine on November 25, 2013, N 2004/24536.

Foreigners and stateless persons (hereinafter - Foreigners) may obtain higher education at the expense of physical (legal) persons, unless otherwise stipulated by international agreements of Ukraine, the consent to be bound by the Verkhovna Rada of Ukraine, laws or agreements between higher educational establishments about international academic mobility.

Foreigners who come to Ukraine for study, enter the University on accredited educational programs (specialties). Admission of foreign students to study at the expense of individual or legal entity is carried out twice a year, before and at the beginning of academic semesters (before 01 September and 01 March) for obtaining educational degrees of a bachelor's, master's degree.

All categories of foreigners are enrolled to the University on the basis of enrollment orders that are formed in the United base.

Foreigners who receive state scholarships under international agreements, national programs and other international obligations of Ukraine are admitted to study within the established quotas for foreigners on the basis of training placement by the Ministry of Education and Science of Ukraine. Foreigners who come to Ukraine to participate in academic mobility programs or educational programs between Ukrainian universities and foreign higher education institutions are accepted for study on contractual obligations of the University.

Foreign Ukrainians who stay in Ukraine legally and their status is certified by a certificate of a foreign Ukrainian have the same rights to receive education as citizens of Ukraine with the exceptions established by the Constitution of Ukraine, the laws of Ukraine or international treaties, the consent to be binding was provided by the Verkhovna Rada of Ukraine.

University Admission Requirements for international applicants

Foreigners and persons without Ukrainian citizenship who are legal aliens in Ukraine have rights to obtain a higher education on the same basis as the citizens of Ukraine.

Foreigners who have completed secondary education are admitted to the University on the basis of admission exams results which are held in accordance with the University Admission Regulations.

The dates of the University enrolment period can be changed every year.

Only foreigners who are fluent in Ukrainian or any other language of studies can be admitted to the University Bachelor’s or Master’s degree courses. University Admission Committee makes a decision if a foreign applicant can study at the degree level taking into account the results of a studies language test.

If University Admission Committee considers that a foreign applicant does not have an adequate level of studies language to study at the degree level this foreign applicant is offered to study at the preparatory course to improve his/her language skills.

To study at the University a foreign applicant should submit the following documents:

  1. Completed application form;
  2. Original and copy of Secondary Education Certificate. (It must be translated into Ukrainian (Russian) and its translation must be signed and stamped by notary. This document must be certified as required by law in the country of their issuing);
  3. Original and copy of Supplement to the Certificate of Secondary Education (with the list of all studied subjects and marks). (It must be translated into Ukrainian (Russian) and its translation must be signed and stamped by notary. This document must be certified as required by law in the country of their issuing);
  4. Copy of Birth Certificate. (It must be translated into Ukrainian (Russian) and its translation must be signed and stamped by notary. This document must be certified as required by law in the country of their issuing);
  5. Medical Certificate of the state of health approved by an official Health Care Authority of the country from which an applicant comes from. This Certificate must be valid and issued not later than 2 months prior to the arrival in Ukraine;
  6. Copy of passport or any document which proves an applicant’s identity;
  7. Valid Health Insurance policy (except for foreigners who come from the countries with which Ukraine has signed agreements on free emergency medical treatment);
  8. 6 photos having size of 60x40 mm.

Foreigners who enter postgraduate studies submit abstracts on the chosen topic related to their scientific interests or the list of published scientific-research works certified at their place of work or study.
